Maintaining the Chaplaincy for the prisoners of the State of Georgia is mandtory. For some of the prisoners the Chaplaincy is the only example of the Most High God they will ever see. I have found it to be a great benefit to rehabalitate these prisoners; introduce them to the God of our universe, and give them direction for the balance of their lives. Having worked with criminal offenders with addiction problems at the Rome Day Reporting Center for the past 3 1/2 years, I recognize the importance of rehabilitation, which includes mind, body, and spirit. We need more programs in our prison system to address these areas with offenders, not a reduction of those in place now. The Chaplains assigned to the prisons are as vital, if not more, than any other staff assigned. They are the connection to a higher being that even the most violent of offenders can connect and find a peaceful place while incarcerated. The chaplains are unique in that they do not focus on what you have done, but what you can do. The chaplains are the only ones that are in daily contact with prisoners and teach them their is hope and someone cares about them. I totally supoprt the Georgia prison chaplains and have worked with several in my Kairos prison ministry. The recividism rate goes way down when the chaplains bring ministry and counseling to the incarcerated. The shine on their faces after ministry compared to the other residents who have no love, no hope and no Jesus. These chaplains do a wonderful work way beyond their paid hours of work; many work alot more hours. They need to be full time. As one who has visited inmates at Jackson (GDCP) on a regular basis for five years and recently taught a class for Seminary students on prison ministry, I have a fairly clear sense of the importance of the role of chaplaincy in the prison system. It is ESSENTIAL. To end chaplaincy would be IMMORAL, as well as extremely short-sighted. It would, moreover, have a miniscule impact on the state budget. God placed it upon my heart to do a visit to a prison with my pastor just a week ago and I can associate real value to the prisoners having a spiritual outlet. Some of these men were hungrier for a relationship with God than anyone I have met on the outside. Even the most skeptical were at the very least curious as to why some of their brother prisoners while even incarcerated were filled with joy and peace in their lives. Chaplans are educators as well as spiritual leaders. We can bring in the word, for them to feed on, but their acess to a knowledgable chaplan helps them digest and better understand God's plan for them, amonst other things. Without a positon like this I fear that a caotic atmosphere will become prevelant within those walls, for a man without hope is unpredictable and a danger to himself and everyone around him. It would be incredibly devastating to see the already far too small chaplaincy program leave the Georgia prisons. I did a chaplaincy internship at Metro State Prison this past summer, and I was amazed at the difference in attitude between the inmates who took time to talk to a chaplain and the inmates who didn't. If you want positive change and positive attitudes within the prison system, please, by all means, keep the chaplaincy program! In fact, it's too small! There are some prisons that have no chaplains at all. And not only do the inmates have a distinctly better attitude, but the officers benefit from the chaplains as well. I always took time to talk to the officers on duty in my ranges, and with the jobs they have, they need pastoral care just as much as the inmates, sometimes even more. PLEASE reconsider where to cut funds, because as I mentioned before, it would be simply devastating to cut the chaplaincy program. I minister in the prisons as a minister. It is voluntary work and I encounter a lot of prisoners who are depressed and suicidal. A word of encouragement and a prayer is a great help to those in there. Even to the point of keeping in contact with them when they leave. They are comforted to know that someone cares. I work as a volunteer in Metro State Prison and have seen first hand what a tremendous positive impact the chaplains have on the inmates. Their leadership provides strength, hope and helps facilitate REAL CHANGE. I know many of the ladies who regularly participate in the chaplancy programs will NOT be returning to prison, as they have learned a new set of values and way of viewing and dealing with life. WITHOUT the chaplains, I firmly believe there will be more returning inmates, and that will cost MUCH more than the price of keeping the chaplains. Do not eliminate prison chaplains! Faith-based services and programs promote moral rehabilitation. It is historically shown that when a prison has unhealthy conditions like violence and frequent escape attempts it is due to not having a healthy faith-based program. When you have a healthy religious program, then you have a peaceful and safe environment. I can't believe that the governor or the commissioner do not want to have a peaceful and safe environment for the Georgia inmates. However, if the prison chaplains are elimated, Georgia will see the environment of our prisons change drastically. I have been to some services at the Walker State Prison and Hays State Prison, the chaplains fill a need in these men's lives. At Walker, the men seem to really respect Pastor Eldridge, he can influence them in a way nobody else can right now. The chaplain at Hays is very new, but I believe that he really has a desire to see these men change their lives. I understand the main reason for someone to be incarcerated is to punish them for what they have done. The point is not just to lock them away and forget about them, many will be on the streets again one day. If you knew a former prison inmate would be your new neighbor, would you be more comfortable with someone who had the guidance of a chaplain during their time or someone that didn't. Who has the better chance to make a good neighbor? These chaplains do the job the other employees don't have the time to do, they build a relationship unlike any most inmates have ever experienced in their lives. I think it is horrible that you would even consider doing this. My brother-in-law works for a prison and he has told us horror stories about drugs and alcohol made in prison. The prisoners are treated like they are on a fab. vacation and no rehab is offered to them Why are you taking the last form of rehab from these prisoners. Pretty soon there will be more people in prison than on the street. Free meals, cable, internet, medical and they can continue their criminal activities without interference. I have served as a prison volunteer/minister for over ten years....working in two male facilities. Chaplains are key and the work they do must continue! The volunteers can go in and serve, but we need to be accountable to a chaplain.....and under their leadership. Chaplains represent God in the prison system. Of all places, prisons do not need to lose the support, encouragement, counseling, compassion, wisdom of the chaplains. I believe they help to maintain order, provide the volunteers with much needed help, act as role models, and serve not only the inmate population, but the staff. How does a system that is overcome, overburdened and overwhelmed find a person who is willing? The answer to all these questions is found in looking at chaplains and the unselfish work they do.
